In this new white paper, Beyond Zoning: Hidden Code Barriers to Middle-Scale Housing, John Zeanah, AICP, explores how outdated building codes, fire safety rules, and utility requirements can unintentionally make “missing middle” housing infeasible to build. Published by the Center for Building in North America, the paper provides planners with actionable strategies for identifying and removing these barriers — drawing from Memphis’s own experience with Malone Park Commons, a 35-unit infill project that helped spark statewide code reform.
